1. WHAT ARE YOUR TOP FEW PRIORITIES IF ELECTED?

I will continue to work with council and staff using data and guidance from the Sustainable Neighborhoods Plan 2017. Redevelopment has been a key issue for our city and we have seen improvements in the Bellaire Center and other catalyst areas that were highlighted in the plan. The Artisan Theater, many new businesses, and city sponsored Pop-Up events have brought energy and enthusiasm to Bellaire. In the last year there has been interest or activity in 5 of the 7 highlighted areas in the Sustainable Neighborhoods Plan.
I refuse to skimp on public safety. The largest portion of the budget is spent on public safety (fire, EMS and police). This is a must have service and it must be the best we can provide. Community services (library, parks, recreation center, aquatic pools, etc.) is second largest and while it may not be as important as public safety, it provides Hurst residents a high quality-of-life. Public works (roads, water and sewer) is next on the budget. Roads need to be safe and water and sewer must always work. We enjoy some of the best services in the region and I will continue to invest in them.

Los servicios comunitarios (biblioteca, parques, centros recreativos, piscinas acuáticas, etc.) ocupan el segundo lugar y si bien pueden que no sean tan importantes como la seguridad pública, ofrecen a los residentes de Hurst una alta calidad de vida. Las carreteras deben ser seguras y, el agua y el alcantarillado siempre deben funcionar. Disfrutamos de algunos de los mejores servicios de la región y continuaré invirtiendo en ellos.

Since my election to the Hurst City Council I have proven my ability, willingness, and sincerity in serving the citizens of Hurst. I have attended 100% of the council meetings and work sessions, participated in many training and educational events for local elected officials, and attended many community events that better prepare me to serve the citizens of Hurst.
My professional experience as a minister has taught me the importance of communication, compassion, leadership, and careful fiscal stewardship. My degree in Mass Communication from Texas Wesleyan University and Master degree in Strategic Leadership from the University of Dallas have also been of great value. The business and financial knowledge from my graduate studies have especially been beneficial in working with the complexities of the city budget and in our strategic planning process.
I believe that a good council member builds relationships in the community. I have listened to concerns and issues from fellow citizens and have been active in researching the issues we face as a city. There is so much more to being a council member than showing up to a meeting. I will continue to work hard to make the best decisions possible for the City of Hurst.

3. WHAT DO YOU BELIEVE IS THE FAIREST WAY TO BALANCE THE TAX BURDEN IN YOUR COMMUNITY BETWEEN RESIDENTS, PROPERTY OWNERS, SMALL BUSINESSES, AND LARGER EMPLOYERS?

The current budget spreads funding across property taxes, sales tax, and various other sources of funding such as the hotel tax. The city receives about 20% of the average property tax bill for a Hurst home owner. The average taxable home value in Hurst is $145,000 for which a home owner pays $840 for the Hurst portion of the property tax bill. Hurst offers a number of exemptions and discounts for property owners. Sales tax also provides funding for the general fund, public safety, and community services. Hurst receives 24% of sales tax collected in the city and the remaining 76% goes to the state.
The City of Hurst uses an annual budgeting process that evaluates services, obtains citizen feedback, uses a strategic plan to maintain focus, and finally develops an annual budget that must be presented at several public meetings. Part of the budgeting process is a review of the property tax rate in Hurst and a forecast of future economic trends. I will work with the city council and staff to continue our conservative budgeting process that helps Hurst continue to be a great place to live and maintains fairness in the distribution of taxes.

4. PROPERTY TAXES ARE THE LARGEST SOURCE OF FUNDING FOR LOCAL SERVICES. THE STATE LEGISLATURE MAY LIMIT PROPERTY TAX REVENUE GROWTH AT 2.5 PERCENT PER YEAR. IF THIS BECOMES LAW, HOW SHOULD THE CITY COUNCIL ADDRESS THIS?

The Hurst City Council is addressing this issue before a vote is taken in Austin on a number of proposed property tax cap bills. Current law limits the city to an 8% increase in the property tax rollback rate before the citizens must vote to approve it. Proposed legislation would decrease the number that triggers a public vote to 2.5%. The city receives about 20% of the property tax funds paid by Hurst home owners. About $840 per year for the average home owner or under $2.50 a day for city services in the general fund. Property tax funds about 37% of the general fund for operating the city.
City staff and council members are actively monitoring the legislative session and have been in contact with our local representatives. Difficult issues such as school financing reform must be addressed before property tax caps are adjusted. About 50% of a property tax bill for a Hurst home owner goes to the school district and a significant percentage of those funds are taken by the state for redistribution. City Council and staff will continue to put the priorities of Hurst first with our adopted position of “Our home, our decision.”

It has been an honor and a joy to represent all the citizens of Hurst since being elected to the Hurst City Council. I am running for re-election because I want to continue the work I started with the Hurst City Council. I have lived in Hurst most of my life, but as you can imagine there was a significant learning curve when I joined the city council. The first few months were like drinking from a firehose! Over those months my respect and appreciation for first responders, city staff, volunteers, and my fellow council members has grown immensely. I would enjoy the opportunity to use the skills and knowledge I have gained to better serve the City of Hurst.
Ha sido un honor y una alegría representar a todos los ciudadanos de Hurst desde que fui seleccionado al Consejo Municipal de Hurst. What is a bond?

A bond is essentially an IOU. Instead of going to a bank to get a loan, like an individual might do, governments can issue bonds to raise money for specific projects. An investor buys a bond on the understanding that they will be paid back, in full and with interest, on a set date (limited by law to 40 years). In most cases, governments must seek voter approval to issue a bond.

What will the bond package pay for?

According to the Fort Worth Star-Telegram, the bond will be used to fund a new animal shelter to replace the current facility. The new, 14,000 square foot shelter would include dedicated space for adoptions, kennels, and employee training; the plan also includes a dog park.
