1. WHAT ARE YOUR TOP FEW PRIORITIES IF ELECTED?

Public safety is my primary concern. The city’s police department has had one of the highest turnover rates in the last two years. In all, close to 30 members of our esteemed police force have been forced to find employment elsewhere, putting a dangerous strain on the city’s crime fighting resources and putting the local community, including our city’s children at risk.
Promoting the city’s high-quality services and helping to deliver them through improvements to road infrastructure in the city. Road conditions are deteriorating, and anyone traveling on the city’s roads has felt the need to dodge pot hole in route to their destination. This not only slows travel speeds and increases traffic, but it damages vehicles as well. I plan to address transportation issues impacting the city’s neighborhood surface streets and roads.
I am committed to encouraging economic development in the city. Empty buildings and struggling businesses, are issues that have only grown more prevalent under the incumbent’s leadership. In over eight years, just six new businesses have come to Hold North Richland Hills, a disappointing and unacceptable trend.

3. WHAT DO YOU BELIEVE IS THE FAIREST WAY TO BALANCE THE TAX BURDEN IN YOUR COMMUNITY BETWEEN RESIDENTS, PROPERTY OWNERS, SMALL BUSINESSES, AND LARGER EMPLOYERS?

Although local property tax remains the best way to approach it would be difficult considering that Tarrant County has approximately 45% of individuals and families struggling financially and fall into the ALICE and poverty categories.
Property tax has been one of the most controversial topics. I would recommend that property tax is a tax on wealth, so that the ultimate burden of the tax is distributed in line with earnings from wealth. Since those earnings rise disproportionately with household income, the tax burden, according to this view, could be progressive. The tax would place a heavier burden on higher-income households than on lower-income ones.

4. PROPERTY TAXES ARE THE LARGEST SOURCE OF FUNDING FOR LOCAL SERVICES. THE STATE LEGISLATURE MAY LIMIT PROPERTY TAX REVENUE GROWTH AT 2.5 PERCENT PER YEAR. IF THIS BECOMES LAW, HOW SHOULD THE CITY COUNCIL ADDRESS THIS?

I am not opposed to a tax cap. I am against one as low as 2.5 percent. School Finance is a top priority for me and for everyone else. It is important that we have an excellent learning environment for our children and place where they are able to focus on their development. I certainly think that we should tax oil and gas companies at higher tax bracket. If a 2.5 percent cap is put in place it would cause issues with City Services in particular Public Safety which I think is crucial. Public safety makes up most of the city’s budget. Under the proposal, the NRH would have insufficient funds to cover cost-of-living increases, salary and benefit adjustments for employees or any new programs. Currently NRH took away benefits from Public Safety which has caused turnover over the last two years.

With over 18 years of experience building strong, effective relationships, I am looking to bring change to the City Council and new representation to the people of NRH. Over the past couple of weeks, I have been made fully aware that the Incumbent has been endorsed by a PAC known as NRH4U (www.nrh4u.com). I am a progressive candidate who am married to Jonathan Pena and have a child who attends Birdville ISD, that is why security is important to me. Born in Hale Center, Texas to Joe and Dora Jimenez, I am is the youngest of twelve brothers and sisters. Growing up, I worked in the Cotton Fields during summer breaks and did that until I graduated. In 1995, I moved to DFW and was the first in my family to have gone to college. I attended ESS Business College where I received an associate’s degree in Legal Administration, and went off o receive a Paralegal Certification from Tarrant County Community College, a Bachelor’s Degree from Dallas Baptist University, and Master’s Degree from Keller Graduate School of Management. With a diverse background, accomplished career educationally, and rich passion for the issues, I am the perfect representative for City Council.
I plan to be the VOICE for ALL not just for a Specific Group within NRH.

I have lived in North Richland Hills since 1996. I served on City Council from 2004-2009. I have been a member of the Planning and Zoning Commission. Currently, I serve on the Parks and Recreation Board and the Civil Service Commission as well as the Strategic Plan Committee which has been charged with presenting the vision for the next 20 years. I love my City and it's a privilege to serve.
