1. WHAT ARE YOUR TOP FEW PRIORITIES IF ELECTED?

Our biggest issue is culture. We must stay true to our values (Excellence, Character & Integrity, Relationships, Innovation, Open & Honest Communication and Compassionate Service) and our mission to foster a safe, caring, and creative learning environment that inspires ALL STUDENTS to realize their full potential. We must value diversity and ensure EVERY STUDENT is treated with dignity and respect.
We are working hard on some big projects: improving school safety in coordination with our outstanding City of Southlake partners, implementing very important cultural competency and resiliency programs, working with our legislators to fix school funding and lower taxes, and ensuring the bond construction is executed in accordance with voters’ approval.
Collaboration with families and the community is critical to ensure EVERY STUDENT is fully supported as we make these changes while maintaining our high academic standards and execute our mission.
I am very proud of the work our district has done this past year and absolutely want to continue to be a part of the team as we move forward!

2. WHY ARE YOU THE BEST QUALIFIED CANDIDATE?

I humbly bring my experience as a retired USAF Colonel commanding organizations at multiple levels, raising two children in schools all over the country, and spending three years in Carroll schools to serve on our school board. I work hard every day for every student in our district.

3. PROPERTY TAXES ARE THE LARGEST SOURCE OF FUNDING FOR LOCAL SERVICES. THE STATE LEGISLATURE MAY LIMIT PROPERTY TAX REVENUE GROWTH AT 2.5 PERCENT PER YEAR. IF THIS BECOMES LAW, HOW SHOULD THE BOARD ADDRESS THIS?

I hope it doesn't. Our tax rate is one of the lowest in Tarrant County. The rate has decreased by 55 cents since 2005. This is despite one third of our budget (over $30M) going to recapture. We need the legislature to fix school funding. As a minimum they need to increase the basic allotment and increase the state's portion of school funding.

4. HOW EFFECTIVE ARE STATE OF TEXAS ASSESSMENTS OF ACADEMIC READINESS (STARR) TEST RESULTS IN ASSESSING STUDENT ACHIEVEMENT AND THE QUALITY OF SCHOOLS IN YOUR DISTRICT?

Our students perform extremely well on STAAR tests, but they cause a lot of stress and take a lot of time away from learning. I would like to see a decrease in the number of assessments to only those required to meet federal requirements.

5. EDUCATION RESEARCHERS REPORT THAT CHILDREN OF COLOR ARE DISCIPLINED MORE OFTEN THAN THEIR WHITE COUNTERPARTS. HOW SHOULD YOUR DISTRICT ADDRESS THIS CONCERN WHEN SETTING CLASSROOM DISCIPLINE POLICIES?

We address this through training and education for our teachers. Our recently established Diversity Council allows us to partner with our community and ensure all students are treated equal and with dignity and respect.

6. IN RESPONSE TO MASS SHOOTING EVENTS ON SCHOOL CAMPUSES, WHAT POLICIES SHOULD YOUR DISTRICT PURSUE WITH REGARD TO SCHOOL SAFETY, AND WHAT ADDITIONAL RESOURCES, IF ANY, ARE NEEDED?

We are very fortunate the city of Southlake provides SROs on every campus. We have an outstanding partnership with the city through our Safety Task Force and have added multiple barriers and programs to mitigate risk to our students. We added additional counselors and mental health programs. I support legislature that funds these initiatives.

7. WHERE DO YOU STAND ON THE ISSUE OF PRIVATIZING NUTRITION SERVICES IN THE DISTRICT?

This is not something we are considering at this time.

8. HOW SHOULD THE CHARTER SCHOOL MOVEMENT BE MANAGED WITHIN THE DISTRICT?
David Almand
They need to be held to the same accountability and transparency standards as traditional public schools.

9. ANYTHING ELSE YOU'D LIKE TO ADD?
David Almand
In 2014 I retired from the Air Force as a Colonel and Commander of the 89th Airlift Wing at Andrews Air Force Base, Maryland. We executed our long term plan: we came home to Texas; we moved to Southlake for the great schools. My wife, Cathy, returned to her job as a pilot at American Airlines and I began volunteering (CMS volunteer of the year 2017) and substitute teaching for Carroll ISD. I served on committees, served on the Carroll Education Foundation board, attended CLASS (Carroll Leadership Academy for Supporting Success), and worked hard to understand our district and the challenges we face. In 2017 I was honored to be appointed to the school board and extremely grateful for the community’s support in the 2018 election.
