1. WHAT ARE YOUR TOP FEW PRIORITIES IF ELECTED?

Monitor the legislative issues related to the public school funding system ensuring the district's future financial sustainability, maintain safe and secure facilities to physically protect our students and staff, increase data security and responsive to the fast growth throughout the district.

Student success must always be an important issue for any district. This area of focus should drive all other important issues including the success of our special education population. Next would be growth. This is an important issue due to the phenomenal growth the district continues to experience. It must be appropriately addressed for continued quality and success. My final issue would be legislative issues and, more specifically, school finance reform.

Implication(s) of HB2 on school funding along with property taxes increasing faster than the rate of student enrollment; Supporting teachers in tangible ways which will result in retention and growth; Population growth in the district, as the population grows so does the variation in the needs of the students.

I grew up in the Northwest school district attending Rhome and Justin Elementary, Northwest Middle School and graduating from Northwest High School. I continued my education graduating from University of North Texas with a Bachelor of Applied Arts and Sciences degree while balancing full-time work and family life.
I retired from Northwest ISD after 33 years of service where I held the position of Executive Director of Business Services in the district's finance department. I also worked for a professional appraisal consulting firm specializing in mass appraisal techniques for ad valorem tax purposes.
I am very familiar with the entire district and all campuses. I believe with my knowledge and history of the district, experience as a public school administrator and viewpoint from the inside, I can provide a meaningful contribution.

I believe my previous work experience is very relevant to my qualifications for election to the Board of Trustees. I have direct work experiences that are extremely similar to those of the district. I worked closely with other university leaders to implement student success initiatives. I have worked with Human Resources to develop and implement competitive salaries. I have managed large construction projects to address space needs on a growing campus. I have also worked with State Legislators on institutional priorities during the legislative session.
This experience along with many other educational experiences and exposure have put me in a very good position to represent all stakeholders in the Northwest Independent School District.

My experience as an educator has provided me with the skills and abilities to advocate for educational excellence for all students, their families and teachers. My PhD is in education research, measurement and statistics. It provides me with the unique ability to evaluate policy, needs and resources. I believe communicating is essential because all members of our community have a vested interest in the education of its youth.

3. PROPERTY TAXES ARE THE LARGEST SOURCE OF FUNDING FOR LOCAL SERVICES. THE STATE LEGISLATURE MAY LIMIT PROPERTY TAX REVENUE GROWTH AT 2.5 PERCENT PER YEAR. IF THIS BECOMES LAW, HOW SHOULD THE BOARD ADDRESS THIS?

If the school finance bill (HB3) becomes law as written, the way public education is funded will change and the district could adopt a budget with the limited property tax revenue due to the additional funding for Texas schools from the state.

The board will need to set priorities to accommodate the possibility of limited funding. The state needs to limit their reliance on property taxes for other initiatives and make a larger sum available to the districts.

The board has a responsibility to be fiscally responsible with tax dollars regardless of the tax revenue cap. However, this law in particular will bring forth many challenges to a rapidly growing district. The board must continue to project while altering the way it responds to the education needs of the community.

4. HOW EFFECTIVE ARE STATE OF TEXAS ASSESSMENTS OF ACADEMIC READINESS (STARR) TEST RESULTS IN ASSESSING STUDENT ACHIEVEMENT AND THE QUALITY OF SCHOOLS IN YOUR DISTRICT?

Although a system of valid assessment is necessary, one set of standardized tests cannot predict academic success. The STAAR test should be one of many measurements used.

I believe there are benefits to ensuring state standards are being taught accurately in school districts state-wide. I don’t necessarily believe the current system is an appropriate way to assess achievement with much precision. Many factors build a quality student and district and test achievement shouldn't be the main one.

NISD is fortunate that its STAAR test results are favorable and represent the district as a whole well. However, t his does not tell the whole story. Schools are made up of individuals and there are students whose performance on the STAAR does not effectively reflect their achievement. There are procedures in place for these students to continue academically if they do not pass. The process to do so adds a large amount of stress to the student and their family. The STAAR should be part of a student’s end of the year assessment. It should not be the determining factor in promotion. Teachers are professionals and we should value their evaluations.

5. EDUCATION RESEARCHERS REPORT THAT CHILDREN OF COLOR ARE DISCIPLINED MORE OFTEN THAN THEIR WHITE COUNTERPARTS. HOW SHOULD YOUR DISTRICT ADDRESS THIS CONCERN WHEN SETTING CLASSROOM DISCIPLINE POLICIES?

Policies, programs and practices on discipline should be fair and equally applied to all students.

This should be addressed by following the definition of educational equality. It should be defined as all students having the same access to a quality education with equal treatment. Policies should be in place to ensure standards are being followed.

First, it has to be recognized as a problem by the district and the schools. Parents must be involved at the first sign of a classroom problem and invited up to the school to meet with the teacher. It would be beneficial if there was a contact person at the school who would facilitate communication between the teachers and the student. The district has a responsibility to educate all children. When students are unfairly disciplined research shows, academic performance is negatively impacted.

Northwest ISD has done a good job implementing policies and procedures in regard to school safety. Additional resources could be used to train school staff and student body on prevention, procedures and awareness.

I would work with the board in support of district safety initiatives. I would also work to ensure funding is available to meet the individual safety needs of the district. Safety initiatives are just words if funding is not in place to support the required actions.

Additional resources are needed for both cyber protection and mental health services. Mental health services need to be available to students and families. This may be accomplished by establishing a relationship between community mental health services and schools. At “risk students” are still students and should be seen as needing services. If the services are beyond what the school is able to provide community resources should be extended to the students and his family. Schools are not isolated from the community they are a part of it. Schools and community resources must come together.

7. WHERE DO YOU STAND ON THE ISSUE OF PRIVATIZING NUTRITION SERVICES IN THE DISTRICT?

I am not opposed to privatizing nutrition services in the district. Northwest ISD has been contracting with a food service vendor for many years and with their expertise they work with the district to deliver the best solutions for the students.

My opinion would follow what is best for the students of the district. If privatization of nutrition services benefits out students, I would be supportive of the change.

I’m open to hearing all sides regarding this issue and recognize it as a viable option. The idea should be researched. Privatizing could increase quality as well as decrease cost but there are no guarantees. Other districts throughout the country have tried privatizing nutrition with mixed results.

8. HOW SHOULD THE CHARTER SCHOOL MOVEMENT BE MANAGED WITHIN THE DISTRICT?

There should be a limit of charter school campuses within a district and they should be subject to the same rules and accountability as a public school district. Communication of a charter school opening in the district should be required in advance due to the effect it could have on the district's budget and construction plans.

It seems the district has a limited ability to manage the charter school movement. I would be very hesitant to support state funding of charter campuses until accountability measures are equal with public schools. The state needs to place its focus on adequately funding public schools and equalizing standards.

Charter schools receive state funding. As a result, they should be held to the same reporting standards. This includes, transparency with finances, student achievement, student transfers, etc. I support a parent's right to choose how best to educate their child. However, any school receiving tax dollars should be held to the same level of accountability as a traditional public school. The public should know how public funds are used.
