The City Charter is the city’s most important legal document – similar to a constitution for a state or a nation. The City Charter defines the organization, powers, functions, and essential procedures of the city government.

A five-member Charter Commission was appointed by the City Council to recommend amendments to the City Charter, which are now before the voters. The Commission members were: Vikki Hutchison (Chair), Judy Graham (Vice Chair), Pink Barnett, Patsy Malone, and James Stephenson

PROPOSITION A

Ballot PropositionShall Section 4.01, Subsection B of Article IV of the Everman City Charter be amended to increase the current two-year term for the Mayor and City Council Members to a four-year term (effective May 2020)?

Se debe enmendar la Sección 4.01, Sub-sección B del Artículo IV del Estatuto de la ciudad de Everman para incrementar el período actual de dos años para el Alcalde y los Miembros del Consejo Municipal a un período de cuatro años (en vigencia a partir de mayo de 2020)?
If I vote FORThe term of office for the Mayor and City Council members will be four years, instead of the current two-year term.

PROPOSITION B

Ballot PropositionShall Section 4.01, Subsection B of Article IV of the Everman City Charter be amended to provide for staggered terms for the council members? (Effective May 2020; Even numbered Council seats will be elected on every other even year beginning 2024; odd numbered seats will be elected on every other odd numbered year beginning 2023)?

PROPOSITION C

Ballot PropositionShall Section 3.02 of Article III of the Everman City Charter be amended to increase the compensation of council members from the sum of Six Hundred dollars ($600) per year to Twelve Hundred dollars ($1200) per year and the compensation of the mayor from One Thousand Two Hundred ($1,200) per year to Six Thousand dollars ($6000) per year effective October 1, 2020?

Se debe enmendar la Sección 3.02 del Artículo III del Estatuto de la ciudad de Everman para incrementar la remuneración de los miembros del consejo por la suma de seiscientos dólares ($600) por año a mil doscientos dólares ($1200) pr año a seis mil dólares ($6000) por año, con vigencia a partir del 1 de octubre de 2020?
If I vote FORThe salary for City Council members will be increased to $600 per year, and the salary for the Mayor will be increased to $1200 per year.

Ballot PropositionShall Section 5.06 and 5.07 of Article V of the Everman City Charter be amended to allow the City Manager to hire and/or terminate the City Secretary and supervise the daily activities of the City Secretary, like all other City Directors, for efficiency and effectiveness and to provide accurate and fair Performance and Pay Raise evaluations that would benefit the City and the City Secretary?

City Code violations will be discussed/debated by the City Council and time for full compliance (no more than 90 days) to be determined for sitting Council Members; those seeking election or re-election must be in full compliance.

Ballot PropositionShall Section 8.01 of Article VIII of the Everman City Charter be amended to add City Code compliance and not be financially delinquent to the City to qualifications for persons being considered for City Boards and/or Commissions and, if appointed, the term will last no more than two (2) years from the date of appointment? (Qualified persons can still be removed or re-appointed at the City Council’s discretion at any time). Code violations to be debated by the City Council and time for full compliance, if any, would be determined for sitting Board/Commission Members; those seeking appointment or re-appointment must be in full compliance.

Se debe enmendar la Sección 8.01 del Artículo VIII del Estatuto de la ciudad de Everman para añadir el cumplimiento al Código de la Ciudad y que la misma no esté morose financieramente en los requistos de las personas que se considerarán para la Junta o Comisiones, y, sin son designados, el period no será más de dos (2) años desde la fecha del nombramiento? If I vote FORThe city will add a requirement that those seeking appointment to any city Boards or Commissions must have fully paid any financial obligations to the city (for example, property taxes, city utility payments, other city fees) and be in full compliance with the City Code and not have any outstanding violations. For current Board/Commission members, the City Council will debate the amount of time allowed in order to be fully compliant; those seeking re-appointment must be in full compliance.

If appointed to a Board or Commission, the term of office should be considered to be two years; qualified members can be re-appointed or removed at the City Council’s discretion.
If I vote AGAINSTThe requirements for those seeking appointment to a Board/Commission will remain the same: they must be qualified voters, have been residents of the city for at least one year prior to appointment, and should have no felony convictions; the only exceptions being members of the Economic Development Board and the Tax Increment Finance Board, where members may be County residents rather than city residents.

PROPOSITION H

Ballot PropositionShall Section 4.06 of Article IV of the Everman City Charter be amended to change City Election results from majority to plurality thereby eliminating the potential for costly run-off elections?

If I vote FORThe city will adopt a “plurality” system of elections, in which the candidate with the highest number of votes is elected to office. In the event of a tie, the election will be decided by a coin toss.
If I vote AGAINSTThe city will continue to run its elections using a “majority system,” in which the winning candidate must receive more than half (50.1%) of the vote in order to take office; if no candidate receives more than 50.1% of the vote, a run-off election is held between the two highest vote-getters.
