1. WHY ARE YOU THE BEST QUALIFIED CANDIDATE?
Josh Bunch
I was raised in a way, and learned from an early age the importance of servanthood. Some of my earliest memories are volunteering in my church as a child. That continued through high school as a volunteer for Special Olympics and in college, I volunteered with the YMCA and Habitat for Humanity, among a few. That calling to serve has and will never leave me. Serving my community on the city council is my next opportunity to serve with passion and integrity.

Serving my community has been a life long priority. Prior to running for my first term on council in 2018 I was deeply involved. Before moving to Keller, I served five years on the Bedford Parks and Recreation Board and on the Bedford 2005 Bond Committee. After moving to Keller, I jumped right in, being a member of the first Keller Citizens Academy where I learned all about the city and the various departments. Budgets to streets to public safety. I was appointed to the Keller Economic Development Board the following year and served two terms on that board before running for city council. Additionally, I am a small business owner that has to meet a payroll, take care of customers, and generate a profit which are all skills that I believe are important in running local government.
2. WHAT ARE THE CURRENT NEEDS OF YOUR DISTRICT/AREA AND WHAT ARE YOUR PRIORITIES FOR ADDRESSING THEM?

1) My main objective is to listen and let the citizens know they have a voice in me. I will be approachable and available to listen and understand what is important to them. You cannot serve your constituents when you ignore their wishes.
2) Keller is one of the safest communities there is to live, work, and raise a family. We must continue to support our first responders not only through our words and actions, but also financially support what they need to keep both us and them safe on a daily basis.
3) We must develop a plan for the future of our city to maintain its integrity and culture. We have a great school system, and it is important it does not become overpopulated.

My priorities for the City of Keller are as follows:
1) develop the Keller Sports Park into the areas premier sports park. We need to keep our kids and families in our community and we owe them a great place to use.
2) increase the homestead exemption to 20% and give our tax payers some true tax relief.
3) improve the retention of the uniformed fire and police departments. We do not need to keep training the staffs of neighboring cities.
3. THE COVID-19 PANDEMIC HAS AFFECTED THE CITY’S BUDGET AND SERVICES, AS WELL AS THE LIVES OF RESIDENTS. HOW WOULD YOU GRADE YOUR CITY’S RESPONSE AND WHAT WOULD YOU DO DIFFERENTLY?

I think we did as good of a job as could be expected. It was a very difficult task. It was made harder by the rules and goal line continuing to change. One thing I am very proud of is that the citizens of Keller did a wonderful job of shopping local and supporting small local businesses. Revenues from sales tax also increased during this time in large part to do all the online shopping so the budget was not hurt as much as some would think.

4. HOW SHOULD THE CITY ADDRESS THE AVAILABILITY OF AFFORDABLE HOUSING? WHAT ROLE SHOULD CITY GOVERNMENT PLAY IN RESPONDING TO PANDEMIC-RELATED EVICTIONS?

One of the things that makes Keller so great is there is already housing for pretty much all. We have so many very unique housing options. If you want to live in an apartment, we will have close to 2000 by the time Center Stage is completed. If you want a zero lot line (patio home or townhome) you we have 3000 of those. 6500 additional homes are on lots less than 15,000 sf. If you want a more rural lot and space, there are 1800 available homes over 3/4 of an acre.
From what I have read and experienced most backs and landlords have been very forgiving with those struggling with finances during the pandemic. Banks have offered forbearance options and landlords have been able to pass those same forbearance benefits to their tenants.

5. HOW TO BEST ENSURE PUBLIC SAFETY IS AN IMPORTANT TOPIC. WHAT ARE YOUR THOUGHTS ON BALANCING THE FUNDING AND RESPONSIBILITIES OF BOTH POLICE AND COMMUNITY SERVICES?

The city of Keller's budget seems to be in good shape. Our 'rainy day fund' is more than double the amount the city requires it to be which means we are able to often pay cash for road projects, improvements, etc. Although only a very small percentage of our taxes (16%) goes to the city, the police and firefighters have just about everything they need to keep both themselves and the citizens they serve safe. The average home value in Keller is $375,000 - That means the average home pays $115 per month to the city of Keller - 60% of your taxes are for the KISD and 26% go to the county.
Of that $115 - Police get $27 - Fire gets $25 - Public works get $25 - General Government gets $13 - Parks & Rec get $9 - Library gets $5 - and the rest is made up of debt services, community development, economic development, and misc.
When you look at neighboring cities, the citizens of Keller pay less in taxes than those comparable cities based on average household values.

6. IN THE LAST TERM, WHAT DO YOU THINK WAS THE MOST IMPORTANT VOTE? WHY? HOW DID OR WOULD YOU HAVE VOTED ON THE ISSUE AND WHY?

The most important vote in the last term was the approval of the City Place apartments and townhomes on 377. That has the potential to shape the community for the next few decades.
The number one job of a council person is the listen to the voice of the people. They are elected servants and their job is to be the mouthpiece of the people. That is job 1, 2, & 3. If you cannot do that, you have no business serving. It is not about implementing your own agenda.
When council asked for feedback, the emails they received were 6-1 in opposition of the development. Some members of council dismissed this overwhelming opposition as misinformed which is a supremely dangerously slippery slope. When council thinks they are smarter than the people they represent it is time for a change.

8. THE RECENT “BIG FREEZE” CAUSED MANY RESIDENTS TO GO WITHOUT POWER OR WATER FOR HOURS OR EVEN DAYS. WHAT DO YOU THINK OF THE CITY’S RESPONSE? HOW WOULD YOU WORK TO IMPROVE ELECTRIC/GAS/WATER INFRASTRUCTURE SO THIS NEVER HAPPENS AGAIN?

We live in a great community that looks after and cares for each other. We had churches open as warming stations, local restaurants feeding and donating food, local small businesses volunteering and donating services, and the city bringing in a water truck to serve those without water to name a few.
Being without power and water is hard and in some instances dangerous. On a local level we are limited with what we can do to prevent power outages since we do not control the grid. We can encourage citizens to engage in emergency preparedness for sure instances by having a safe propane heating source, generator, and firewood handy. In regards to the water loss I think we need to consider the possibility of an additional water tower. With the population increasing and the recent experience of loosing water in the storm, an additional water tower could prevent future water loss.
