What is the BWA?

The Benbrook Water Authority provides water supply, treatment and distribution, as well as wastewater collection services to 20,000 plus residents of Benbrook. The BWA currently has a total facility investment of $26.7 million and an annual operating budget of approximately $10 million. The water operation is financed entirely from water revenues and water impact fees. The BWA is governed by a five-member Board of Directors, elected by the citizens of Benbrook. The wastewater operation is financed entirely by user charges and wastewater impact fees. BWA does not have the authority to levy ad valorem taxes but may issue bonds.

I HAVE SERVED THE PEOPLE OF BENBROOK FOR 30 PLUS YEARS AS A BOARD MEMBER, INCLUDING YEARS AS BOARD SECRETARY, VICE PRESIDENT, PRESIDENT, AND JUST A DIRECTOR. I HAVE ENJOYED HELPING TO MAKE THE BWA A AWARD-WINNING AUTHORITY AND INTRODUCING MODERN METHODS AND EQUIPMENT.

I have served for 8 yrs of providing you top quality water at a reasonable price. I'm committed to keeping spending to a fiscally prudent level while meeting future needs of our growing community. To avoid inconvenience and expense I support doing preventive maintenance on 5% of our infrastructure each year such that over 20 yrs the entire system will have been been rehabbed.

I am completing my first term on the Benbrook Water Authority (BWA) Board of Directors. Prior to my election I served on the Benbrook Economic Development Corp. (BEDC) Board of Directors for seven years, two years as Vice President. My service on the BEDC provided me a perspective of the partnership necessary between the City of Benbrook and the BWA for development in the best interests of the community.

My experience as a FAA Aviation Systems Planner and Projects Coordinator provides me insight in infrastructure project planning and management that has similarities to water and wastewater infrastructure projects. The leadership and management experience and training I gained in 37 years as an officer in the U.S. Air Force (active duty and reserve; retired Lt Col) and as a FAA Air Traffic Control Tower Supervisor have been beneficial in my leadership responsibilities as a Director on the BWA Board.

For the last two years I have served as Board President and have endeavored to build cooperative relationships with elected officials and staff of other governmental bodies. In 2018 I completed the American Water Works Association’s Public Officials Course.

NUMBER ONE (YOU CAN'T FOOL MOTHER NATURE) BWA WENT THROUGH THE FEBRUARY STORMS FAIRLY WELL, THE IMPACT OF NO ELECTRICITY HURT US AS ANY ELECTRIC DEPENDENT UTILITY. WE HAVE CORRECTED THIS BY STARTING TO PURCHASE PORTABLE GENERATORS FOR CRITICAL LOCATIONS.

Next to heat and lights, water is a priority in adverse weather conditions. By following Texas Commission on Environmental Quality recommendations we were as prepared for Mother nature as we possibly could be. When electricity was not available for a short period we realized we need standby generators at the plant and have taken measures to procure them.

Following the February 2021 winter storm, BWA assessed system needs for back-up power and evaluated our communication capabilities and procedures during a weather emergency. In addition, in 2021 BWA completed its system Risk/Resiliency Assessment required by the American Water Infrastructure Act of 2018. Protection of BWA’s critical infrastructure is one of the Authority’s highest priorities. BWA will continue to explore options to provide timely information to consumers whenever events occur that may cause a disruption to service.

3. STATE PROJECTIONS SUGGEST THE POTENTIAL FOR SIGNIFICANT SHORTFALLS IN THE NORTH TEXAS WATER SUPPLY OVER THE NEXT 50 YEARS. WHAT STRATEGIES SHOULD BWA PURSUE TO ENSURE SUFFICIENT WATER CONTINUES TO BE AVAILABLE AND TO PREPARE FOR CHANGING WEATHER CONDITIONS IN THE COMING DECADES?

WE HAVE WELLS AND A LARGE LAKE TO PROVIDE FOR OUR CUSTOMERS. WE WILL DRILL MORE WELLS, THEY ADD TO OUR SUPPLY AND DO NOT CREATE PROBLEMS WITH THE FEDERAL REGULATORY AUTHORITY.

BWA has the benefit of 1sr rights to a significant amount of the water in Lake Benbrook. And since we have excess capacity we do sell contracts to neighboring cities. If times got tough we would not renew those contracts to provide fully for our needs (like a exceptional drought lasting years). Unfortunately, you can't actually predict nature. But we would react and adapt to overcome challenges.

BWA actively participates in the American Water Works Association (AWWA) to remain current on state-wide and national trends regarding issues and policy related to water availability and treatment. BWA should continue to support legislative efforts by AWWA and its Texas Section to craft policy to adequately protect water sources and balance industrial needs with consumer needs. BWA should also continue to promote wise use of water by customers through conservation education efforts.

Flooding is not in the purview of BWA we produce and distribute water and collect seweage. Flooding is a function of the City of Benbrook who makes and maintains the storm sewers and related street crowning to direct storm water away from citizens property.

Storm water drainage and management is not a BWA function or responsibility. The City of Benbrook is responsible for storm water management to prevent flooding and delineates strategies to reduce flooding risks in Chapter 7 of the City’s 2020 Update to the Comprehensive Plan. Storm Water Drainage fees appearing on customers’ monthly BWA statements are billed for and remitted to the City of Benbrook.

IT HAS ALWAYS BEEN MY GOAL TO PROVIDE THE BEST SERVICE TO THE CITIZENS OF BENBROOK AND AT THE BEST PRICE. I HAVE ALWAYS WORKED FOR MYSELF IN MY OWN BUSINESS. I HAVE SIGNED TO FRONT OF CHECKS MORE THAN THE BACK. I HAVE NEVER BEEN A FAN OF GOVERNMENT BUREAUCRATS AND THEIR WASTE OF CITIZENS MONEY. BWA PROVIDES THE BEST SERVICE POSSIBLE ON AS LITTLE MONEY AS POSSIBLE. YEARS AGO BWA STARTED BILLING FOR GARBAGE PICK UP AND THE CITY STORM TAX. MANY PEOPLE JUST LOOK AT THE TOTAL BILL AND NOT AT THE LINE ITEMS. WE SAVE THE CITIZENS MONEY BY DOING THIS BUT REMEMBER BWA DOES NOT RECEIVE THAT MONEY.

Four years ago, I ran for the Board to increase its transparency and visibility to the public, to be more responsive and courteous to citizens, to be more accessible and accountable to the public, and to be cooperative with other local government entities. I am running for re-election to continue the progress the Board has made in those areas. Board meetings are now video recorded and available on the BWA website. Email addresses for Board members are now listed on the BWA website so citizens have a method to contact their elected officials. The Board has empowered the BWA staff to handle water leak adjustment requests, no longer requiring a customer to have to appear before the Board to request an adjustment. BWA recently added the Water Smart online portal to provide water use information and alerts to customers via email or text message.
