Job descriptionThe nine-member Texas Supreme Court is the highest court for civil (not criminal) cases in the state. Term is six years.
Duties
  • Reviews decisions on civil and juvenile cases appealed from lower courts. The court may also decide not to review cases.

  • The court has administrative control over the State Bar of Texas and is the sole authority for licensing attorneys in Texas.

Note: civil law deals with behavior that injures an individual or other private party, such as a corporation. Examples include libel, breach of contract, property damage, and negligence resulting in injury or death.

3. HOW WOULD YOU DESCRIBE YOUR JUDICIAL PHILOSOPHY?

I believe judges should interpret and apply statutes, contracts, and other writings as written, relying on the words’ meanings as and when they were used, without regard to the judge’s personal, policy, or political preferences and without regard to what legislators or the parties might have desired but did not actually enact or agree to. On common-law issues, I believe judges should develop the common law as necessary to justly address evolving social needs while preserving and promoting consistency, clarity, and predictability in the law.

4. WHAT ASPECTS OF THE COURT'S WORK HAVE BEEN IMPACTED BY THE COVID-19 PANDEMIC? ARE THERE ANY CHANGES THAT ARE LIKELY TO BECOME PERMANENT?

We began immediately in mid-March to dedicate significant hours to issue a series of emergency orders to address the challenges COVID-19 and the shut-downs created for the judicial system. At the same time, we continued to carry our full load, working mostly from home, hearing oral arguments and conferring as a Court using video technology instead of in person, and issuing decisions in all pending cases by the end of June, fulfilling once again our commitment to Texans. I suspect we’ll continue to see more people working from home when this is over, but I look forward to resuming arguments and court conferences in person.
